Martin Smutny was involved in preparation of new national EIA/SEA legislation and development of SEA guidelines in the Czech Republic, including guide to EIA and SEA for Natura 2000 sites, and was responsible of overall administration of SEA procedures on the national and national level for regional land-use plans and programming documents for Structural Funds. He in 2001-2003 acted on behalf of the Ministry of Environment as a member of the Czech delegation for the negotiations on the UNECE SEA Protocol.
 
He managed over 20 SEAs in the Czech Republic as a project manager and team leader in 2003 – 2006 (including SEA for programmes for EU Structural Funds, national and regional policies in specific fields), and he also participated in international projects (e.g. in Macedonia, Bosnia and Herzegovina, and Turkey) focused on development of EIA/SEA systems. He was directly involved as international expert in SEA for four Operational Programmes in Romania (OP Environment, OP Economic Competitiveness, OP Transport, Regional OP) and in the ex-ante and SEA for Cross-border Cooperation Operational Programme Bulgaria – Serbia 2007 – 2013.Martin acted as a program co-director in advanced EIA/SEA international training for SEE countries, financed by Sida and organized in Sweden in 2005. He was a member of the team, preparing global IAIA SEA Prague 05 conference.
 
Currently he is the project leader for update of the National Sustainable Development Strategy of the Czech Republic and is involved in several SEAs in the Czech Republic and abroad

Jiří Dusík

Jiří Dusík gratuated at the Czech Technical University, Civil Engineering. He deals over 12 years with integration of SEA in the regional, spatial and socio-economic development planning. He participated in the preparation of the national SEA guidelines in the Czech Republic, Bulgaria and Slovenia, and supervised over 20 pilot projects in the field of SEA in eight CEE countries. He coordinated elaboration of the official Resource Manual for the Practical Application of the UNECE SEA Protocol (2005 - 2006) and he is also a lead author of the SEA Handbook for European Union´s Cohesion Policy in 2007 - 2013.

In 2003, Jiri was elected to the Board of Directors of the International Association of Impact Assessment (IAIA) and co-chaired the first global IAIA conference on SEA (International experience and perspectives in SEA) in Prague, 2005. He participates in various pan-European forums (e.g. Environment for Europe, UNECE Convention on EIA in a Transboundary Context) and he is also involved in global processes related to SEA (e.g. under related activities by UNEP and OECD/DAC).

Currently he is involved mainly in the long-term projects focused on the development of SEA systems in Vietnam and China and supervises short-term SEA projects in other Asian countries (Thailand, Philippines, Maledives, Iran, Mauritius).

In 2007 was Jiri Dusik awarded the IAIA Individual Award for his outstanding ontribution to SEA Capacity Development in Eastern Europe and Southeast Asia.

Lubomír Nondek

Lubomir Nondek graduated at the Institute of Chemical Technology in Prague (organic technology), and worked as a scientist at the Institute of Theoretical Basics of the Chemical Technique of the Czech Academy of Sciences (catalysis and chromatography). He further worked at the Research Institute of Water Management in Prague, and at the University of Colorado, Boulder, as a visiting scientist involved in the research of the global carbon cycle. In 1993 - 1997 he was the director of the Department of Environmental Strategies and Analysis of the Ministry of Environment of the Czech Republic, and he was the director of the Environmental Division at DHV CR in 1999 - 2001. He works as freelance consultant since 2001 in the field of the strategic planning (projects in the Czech Republic and Serbia), environmental monitoring (Czech Republic, Serbia, Kosovo), SEA (assessment of the SF Operational Programmes in the Czech Republic), waste management (Czech Republic, Macedonia, Tanzania), and global climate change (JI and EU-ETS projects in the Czech Republic, and several JI/CDM projects funded by the World Bank).

He is the senior adviser for the strategic development of the Integra Consulting Services Ltd. as well as the consultant of the program area "Eco-innovations". He is also responsible for programme areas "Climate change" and "Environmental planning and mainstreaming tools".


David Annandale

David Annandale has degrees in Environmental Science, Public Administration and Business Policy.  His specialist areas include: strategic environmental assessment; environmental mainstreaming; environmental institution strengthening, capacity building; and sustainability policy.  From 1992 until mid-2005 he was a tenured academic in the School of Environmental Science at Murdoch University in Perth, Australia.  During 2004/5 he was Dean of the School and responsible for teaching, research, consulting and administration in the areas of: business/environmental sustainability; environmental and social impact assessment; environmental law; and, social planning. During this 13-year period he also undertook numerous short-term consulting assignments for clients such as the Asian Development Bank, World Bank, UNDP, and other aid agencies.

From mid-2005 to mid-2007 he was Chief Technical Advisor to the National Environment Commission of the Royal Government of Bhutan, where he was responsible for designing and producing the National Sustainable Development Strategy; decentralizing the Environmental Assessment Act 2000; developing the National Environmental Protection Act; establishing a first-generation Environmental Information Management System; and formulating policy inputs to the 10th Five Year National Development Plan. During the period mid-2007 to mid-2009 David was Chief Technical Advisor to the Vietnam-Denmark environmental aid programme in Hanoi, where he managed a US$50million programme that operated in five Ministries and five Provinces.

He is the Senior International Specialist with Integra Consulting Services Ltd., with a specific interest in SEA and environmental mainstreaming.


Michal Musil

Since 2005 Michal Musil has participated in a number of environmental assessment projects in the Czech Republic both as a member of expert teams and as a team coordinator (including SEAs for programmes for EU Structural Funds, national and regional policies in specific fields, regional and local land-use plans, project-level environmental assessments etc.). He focuses on linkages between the environmental policy and the economic development, environmental policy effectiveness, and the impacts of the environmental regulation on the competitiveness.
 
Before joining the Integra Consulting Services Ltd. he worked as a project manager in The Regional Environmental Center for Central and Eastern Europe. Between 2002 and 2006 he lectured on international environmental politics to the graduate students at the Faculty of Humanities of the Charles University in Prague. Michal Musil studied Geography (Charles University, Prague, M.Sc., 2001) and Environmental Science and Policy (Central European University, Budapest, M.Sc., 2005).
